Minutes

1. Call to Order at 6:31pm

2. Invocation by Mat MacDonald

3. Pledge of Allegiance led by Scott Herndon

4. Roll Call: Present: 28 Absent: 7 Proxies: (6) Anne Chamberlain, Richard Townsend, Ron Korn, Lana Santelli, Steve Truss, Hannah Herndon Percent: 97% (33%req) Unexcused absences: None Clarification of proxy. The proxy must be signed by and a physical copy presented to the secretary prior to the meeting. You can take a photo and send to the secretary ahead of the meeting for printing or the proxy holder can bring the proxy to the meeting.
 Clarification of excused absences: Notify the chairman of absence, either before or after meeting. All absences are excused unless protested and denied by committee vote.
 May starts the new 12 month calendar year for the BCRCC.

5. Announcements: Scott Herndon
 BCRCC is a private organization and recordings of the meeting are not permitted.
 Signing up for email updates and donations can be made online at BonnerGOP.org.

6. Approval of Agenda:
 Lisa Liband moved to have the meeting adjourned at 8:30 hard stop. Grace Bauer seconded. Motion Carried.
 Amended agenda approved.

7. Approval of meeting minutes of 4/15/25:
 Regular meeting minutes of 4/15/25 approved by unanimous consent.

8. Treasurer Report
 April SOS treasurer report was sent out via email.
 Mountain West Bank has specific requirements and language for adding/changing members authorized to exercise power and sign on accounts . Steve Smith explains the need for the resolution to meet the requirements of Mount West Bank and the GOP. The resolution is read and explained.
Stephen Smith moved to adopt the Mountain West Bank Resolution and Authorize Signatures. Rick Kirschner seconded. Resolution passed by unanimous consent. Resolution is attached.

9. PC Reports/Announcements: None

10. Report of the Chair:
 Election participation in Bonner County was decent. About 50% in West Bonner County and the all three 2yr temporary levies passed, the Lakeland and West Bonner County School Districts and Spirit Lake Fire Protection District. The West Bonner Cemetery Maintenance Levy failed. Participation of 20-30% in the rest of the county. Sagle Fire Protection District, Westside Fire Protection District, and Northside Fire District levies failed. Compared to the rest of the state it was quite good; for example, only 8% participated in Ada County and levies were passed.
 Scott reported that he did notify the Bonner County Prosecutor and SOS the advocacy mailers and signs sent out by the Fire Districts which are not allowed under Title 74, chapter 6 of Public Integrity and Elections Act. He also discussed the measures taken for remediation.

12. Elected Representative Reports:
 Clorrisa Koster, Treasurer, stated there were no tax deed sales placed on May 15th. Her department worked hard, they were able to settle payment on 330 properties to avoid sales. June tax payment notices will be sent out. She reported that property assessment notices will be going out. Budget hearings are currently on going and even if you can’t attend in person or online, you can watch later on YouTube. You can find the schedule on the Commissioner’s website; they usually start at 9am.
 Asia Williams, Commissioner, sent the secretary an email stating that she was unable to attend this meeting and that she has been focused on budgets and auditing.
 Cornel Rasor, LD1B Representative, stated that he would like to call in to meetings during the legislative session. His newsletter is published weekly for legislative updates and current issues on his Substack and Facebook pages. This session the legislature considered 790 bills and passed 340 into law. Some include removal of rules which violated legislative intent. Medical Freedom Act, 14A, did pass and is the strongest in the US. Question regarding $100million shortfall for 1st quarter budget and funding. Cornell stated that there is a $1.3billion Stabilization Fund for just such estimated budget deficits.
 Mark Sauter, LD1A Representative, reported on Albeni Falls Dam issue and lake level, Springy Point Campground closure, and changing boundaries of West Bonner and East Bonner County Library Districts.

13. Committee reports:
a. Bylaws committee: Dan Vaniman moved to adopt the following bylaw change:
Article I
Name
Section 1. The name of the organization shall be the Bonner County Republican Central Committee which shall hereinafter be referred to as the BCRCC.
Section 2. Current members of the BCRCC may use the name and logo of the organization in their official capacity as members. All such use shall be preceded by their precinct name or officer title. Such authorization to use the name and logo terminates upon the termination of BCRCC membership.
Debate. Sean moved to amend the motion by changing “shall be preceded by” in the 2nd sentence of Section 2 to “shall include” and change “termination” in the 3rd sentence to “cessation”. Debate.
The amendment was adopted. Debate on amended motion. Vote: Aye: 25 Nay 9 Amended motion passed by 73.5%.
b. Community committee: Julie Lynn stated no report.
c. Elections committee: Kristin Dodd reported the difference between permanent levies need a 2/3 vote to pass, while temporary levies only need a simple majority to pass.
Kristin moved to have the Investigative Committee investigate an alleged violation of the temporary rule passed 4/15/25 regarding advocacy by committee members against a committee position, and to bring a relative report to our next regular meeting in June. Debate. Vote: Aye: 12 Nay: 14 Abstain: 1 Motion failed.
The committee report is attached.
d. Executive committee: Scott Herndon reported that the executive committee elected to spend $2000. $340 to match cell phone numbers with about 5900 voters affected by the levies. $1000 to send these voters three text messages toward a get out the vote and our No on the Sagle, Northside, and Westside Fire Levies position. Finally, the remainder, ~ $600, was spent on display advertising targeted to online activity of these voters. The add garnered 25,292 impressions and 70 clicks. The 3 text messages each had almost 5000 opening and engaging with message. Scott will look into correlating data with voter turnout.
Scott moved ratify the Executive Committee decision to spend $2,000 to reach out to voters and make sure they knew about this election. Debate. Motion Carries.
e. Fundraising committee: Julie Lynn stated no report.
f. Rules and Resolutions committee: Cornel reported that one resolution was submitted regarding failed compliance with Open Meeting Law – inadequate notification of agenda change. Copies were passed out to committee members.
Cornel moved to approve the resolution as presented. Debate.
Dan moved to postpone until the next meeting. Motion failed.
Debate resumed. Roll call vote requested. Vote: Aye: 26 Nay: 8 Motion passes. Roll call vote is attached. Resolution Opposing Actions taken by Bonner County Commissioners Domke and Williams is attached.
g. Search committee: Doug Paterson stated no report.

18. Adjournment: Mike Nielsen moved to adjourn. Rick Kirschner seconded. Adjourned at 8:27pm.
