1. Call to Order at 6:30pm

2. Invocation by Sean Morgan

3. Pledge of Allegiance led by Scott Herndon

4. Roll Call: Present: 28 Absent: 7 Proxies: (2) Cornel Rasor, Mat MacDonald Percent: 82% (33%req) Excused absences: Cornel Rasor, Butch Horton

5. Announcements: Scott Herndon

 BCRCC is a private organization and recordings of the meeting are not permitted.
 According to Idaho campaign finance law, 676602 subsection 22, the precinct committeeman is not a public office, and BCRCC is not a public organization.
 Venue fees will be waived tonight as we do not have a treasurer to accept donations.

6. Approval of Agenda:
 Agenda approved by unanimous consent.

7. Approval of meeting minutes of 3/18/25:
 Regular meeting minutes of 3/18/25 approved by unanimous consent.

8. Scott Herndon opened nominations for permanent position of treasurer. Stephen Smith was nominated to fill the treasurer position by Anita Aurit. No other nominees. Stephen Smith is affirmed by unanimous consent.
 Bylaws Article 6, section 2 has a syntax error.
 All donations must have a name and address, there are no anonymous donations no matter the size of the donation. All contributions greater than $50 or anytime a donor goes above $50 in a year or an election cycle, must be reported to the SOS.

9. PC Reports/Announcements:
 Mike Nielsen, Priest Lake PC, reported that our website may have been hacked because malicious emails were being sent to our members. The perpetrators had information that was unique to the individuals targeted and were trying to sow discord among members. He and Tom Bokowy traced to Boise. Scott reported that spam emails were sent from our contact page. The attack included GOP organizations throughout Idaho. There was an effort to trace IP address origin, however, a VPN was used so the investigation was unable to go further. As a result, PC emails have been removed from BCRCC website
 Richard Townsend, Gamlin Lake PC, reported that the MAGA Meet Up in the Sagle area was a great event, about 30 people attended. Richard thanked Julie and Lisa for organizing and Cornel Rasor and Brian Domke for speaking. He encouraged other PCs to have an event in their area.
 Dave Britton, Beach PC, handed out his Minority Report.
 Kristen Dodd, West Priest River PC, stated that there was an event over the weekend where members of the BCRCC were advocating for the levy the BCRCC voted to oppose last month. Kristen moved that if BCRCC has taken a position on a candidate or an issue, no social media posts be made on the BCRCC page that are opposed to the majority position of the committee. I further move, that members of the BCRCC, while participating in events coordinated by the BCRCC and while acting in their PC or Officer capacity, shall not advocate or give a platform for positions that are opposed to the majority position of the BCRCC.

These prohibitions shall include no promotion on BCRCC social media pages, website, or official email list, events or meetings at which a BCRCC member will be known to take a position that is opposed to the majority position of the BCRCC. Doug Paterson seconded the motion. Discussion.

Dan Vaniman moved that the motion be tabled until next month’s meeting where a written copy will be provided. Mike Neilsen seconded. Discussion. Vote: Aye 11, Nay 17 motion denied. Discussion on main motion. Roger moved to amend the motion to add sunset clause of May 21,2025. Second by Rick Kirschner. Motion passed. Discussion on main motion. Motion restated: If BCRCC has taken a position on a candidate or an issue, no social media posts be made on the BCRCC page that are opposed to the majority position of the committee. I further move, that members of the BCRCC, while participating in events coordinated by the BCRCC and while acting in their PC or Officer capacity, shall not advocate or give a platform for positions that are opposed to the majority position of the BCRCC. Mike Nielsen moved to call the question. Second by Roger Rudd. Motion passed. Vote on main motion as amended: Aye 21, Nay 7.
 Steve Truss, Spirit Valley PC, reported there will be a LD2 Townhall to be held this Saturday, April 19, 10-12 in Blanchard at Community Center. LD2 legislators, school board members and Fire chief

10. BCRCC Logo and name trademarks have been completed.

11. BonnerGOP.org Website Enhancements:
 Emails have been turned off at present due to malicious emails. All contact info forms will be routed to the chair and Scott will forward to PC through secretary.
 Events Calendar can be done from $50 – $200 per year depending on functionality and needs someone to have site access to keep updated. If anyone wishes to explore further, they can notify the chair and have added to the agenda or make a motion now. No further action taken at this time.

12. Report of the Chair:
 IDGOP Summer Meeting is June 20th & 21st in Pocatello. Our three state committee members and the chair will attend. There are resolution and rule committees. Rules or resolutions need to be submitted to the county committee first and then if passed it can be submitted to the state. Submissions need to be submitted 45 days prior to state meetings. May 6th is the June meeting deadline. If interested in submitting for the June meeting, a special meeting will need to be called. For the future, a 2 – 3month timeframe prior to the state meetings is ideal. The winter meeting is usually held the first week of January.

12. Elected Representative Reports:
 Mike Rosedale, Clerk, stated the election is on May 20th. Clark Fork, Hope, and Humbird precincts have nothing up for election.
 Clorissa Koster, Treasurer, stated there are still 25 parcels, a lot are homes, that are scheduled to be tax liens on May 15th. They are working hard to get them paid. Postcard reminders will be going out for June 20th due date. If you can’t find your property tax bill, call our office. If not paid by June 20th, the interest added will revert to January 1st start date by statute.
 Dennis Engelhardt, Assessor, reported that today was the last day for property tax reduction of up to $1500. to those who qualify, about 1200 in our area. Assessments are on schedule. There is one retirement coming up in the appraiser area of our department.
 Asia Williams, Commissioner, reported for Brian Domke that HB180 siting of telecommunications/cell towers has been reduced and affects county approval time reducing it to 6 days. For Ron Korn, that load limits are coming off and that Bonner County Civil Defense Resilience Team is hosting a Meshtastic presentation, an alternative communication network. And for herself, Asia’s focus is on financial stability and she is working on internal auditing, internal process for claims to ensure oversight, internal procedure for risk that requires commissioner approval before claims being submitted for payment. Working on the financial stability of the ambulance district including current levy rates, insurance quotes. Asia is hosting a LD2 townhall with legislators, fire levy information for our district, WBCSD levy. There will not be a Tuesday board meeting next week due to a meeting in Boise.  Richard Townsend, Sagle Fire Board, there will be Fire Levy Townhalls, April 21st at VFW, at Careywood Fire Station on April 24th and Sagle Fire Station on May 6th and May 10th.

13. Committee reports:
a. Bylaws committee: Dan Vaniman reported that the submission to change the current BCRCC rule regarding logo and name use to bylaws was emailed to committee. Adding the change to the bylaws will be voted on at the May 20th meeting.
b. Community committee: Julie Lynn reported that the MAGA Meet Up was well received and 3 PCs were able to attend. No BCRCC funds were used for the event. Handouts, flyer, email/text message and signs adaptable to your event are available. No further events are scheduled. PC’s wishing to hold events can contact Lisa or Julie for help.
 MAGA Meet Up: Lisa Liband reported the Sagle, Algoma, Gamlin Lake, Careywood, and Southside Precinct’s meet up was attended by 33 people. The feedback was excellent and most wanted to meet more often than quarterly. Feedback included:
 July 4th Parade: Julie solicited volunteers. No one volunteered to organize. Suggestion made for ad hoc organizing via telegram. No specific telegram channel which includes all BCRCC members was identified for organizing.
 County Fair: Julie reported that two indoor booths were secured in the Main Exhibit Building. No specific location has been assigned, the preference submitted was to be close to back exit doors. No one volunteered to organize.
c. Elections committee: Kristin Dodd reported there are no contested races for any district boards. She reported on the levies and tax increases up for vote on May 20th. The committee report is attached.
d. Executive committee: Scott Herndon stated the executive committee did not meet, no report.
e. Fundraising committee: Julie Lynn reported that the final MAGA Celebration numbers are still pending until she meets with the new treasurer to get final numbers.
 September “Run for Red” Weekend. Julie stated that Lisa Liband volunteered to organize the event. The event will include Saturday classes for PC, Running for office, campaign manager, etc. Saturday evening fundraiser. Sunday family MAGA Country BBQ fun after church. Volunteers were solicited without response. Lisa Liband stated that without volunteers the event would not be held.
f. Rules and Resolutions committee: No report.
g. Search committee: Doug Paterson stated no vacancies, no report.

14. Republican Party Officers:
a. LD1: No report.
b. LD2: Dessert Meeting Friday, April 18th 6-8pm at CDA Altar Church or via google https://meet.google.com/seu-temf-oef LD2 focus is primarily to be informative about legislative matters and to reach out and encourage participation. 1 rule and 2 resolutions and other business to be considered including discussions to broaden the base/increase participation.
Asia is hosting her annual LD2 Townhall meeting in Blanchard at the Blanchard Community Center Saturday, April 19th at 10am. Guests: Rep Heather Scott, Rep Dale Hawkins, Sen Phil Hart, Commissioner Asia Williams, Clerk Mike Rosedale, Spirit Valley PC Steven Truss, WBCSD Board Member Kathy Nash and Superintendent Kim Spacek, Panhandle Health Director Erik Ketner, Selkirk Fire Chief Armstrong, Spirit Lake Fire.
c. Treasurer’s Report – sent via email. Scott Herndon reported additionally that we received and deposited the $500 security deposit from the MAGA Celebration and paid logo and name trademark application fees of $31.75 via debit card.
d. State Committeeman – Dan Vaniman reported that the IDGOP Summer Meeting is open to the public and encouraged people to attend. There is an Emergency Preparedness Fair on Saturday, April 26th 9am-2pm at the Church of Jesus Christ of Latter Day Saints Building across from BC Fairgrounds. Flyer attached.
e. State Committeewoman – Julie Lynn stated no report.
f. State Youth Committeewoman – Hannah Herndon stated that we should continue to make efforts to increase engagement.

15. Republican Clubs:
a. BCRepublican Women: Anita reported on their April meeting. That their participation was up and they are getting a lot of new members that have recently moved to the area. May 10th 12pm – 2:30pm will be a special fundraiser luncheon event featuring Theo Wold as speaker it will be held at the Elks Lodge. Register to attend at www.bcrwinc.com.
