Minutes
1. Call to Order at 7:03pm
2. Invocation – waived, done at preceding special meeting.
3. Pledge of Allegiance – waived, done at preceding special meeting.
4. Roll Call: Present: 33 Absent: 1 Proxy: 0 Percent 97% Quorum(33%) Met
5. Collection of venue fee offerings. Announce email sign-ups/outreach
6. Approval of Agenda:
Grace Bauer moved to have the meeting adjourned at 9pm hard stop. Mike Nielsen seconded the motion. No discussion. Motion carried.

8. Elected official reports: State, county, local government.
Mike Rosedale, County Clerk:
Records set: Voter Registration increased to 37,335 and highest turnout 80.7%
Timberlake Fire was only levy passed
EMS budget shortfall occurred due to inadequate cash carry forward and lagging tax revenue disbursement. Commissioners reviewing measures to be taken to prevent in future.
Clorrisa Koster, Treasurer:
Tax bills are being printed and scheduled to mail out Friday.

New website launched October 31, 2024. Check it out, provide feedback.
Asia Williams, Commissioner:
Discussed EMS, ARPA funds, budget controls, Fair Board, audit
Ron Korn, Commissioner:
RV dump site at Fairgrounds, opening public lands, road maintenance

Strategic planning, budget reserves healthy

State budget agency reports, awaiting committee assignments, increase in state jobs
9. LD2 Chair or vice chair report – none
10. PC Reports/Announcements
Sean Morgan – No longer charging for access to voter rolls, encouraged working polls
Cornel Rasor – 859 pieces of mail sent out 120 returned, used sign storage
Anne Chamberlain – 333 pieces of mail sent out more than 50 returned, collecting No on 1 signs
Dimitry Borisov – EMS, support volunteer agencies
11. Report of The Chair: State voted 69% against Prop 1, 7 of 7 states defeated similar proposals and Alaska still counting votes to repeal rank choice voting.
12. Recording Equipment: Butch Horton reported on options suitable for BCRCC. He will send information on systems available on Amazon that will be well under $1000 to Scott Herndon. Scott will forward to committee for consideration at next committee meeting.
13. Committee Reports
a. Bylaws committee: Dan Vaniman – The Bylaws Committee moves to approve the bylaws changes that were submitted to the committee, to the Central Committee last meeting. Final Discussion regarding how committee members evaluate unexcused absences – No changes made. Vote: Yea: 25 Nay: 6 Percent: 75% (67% req) Bylaw changes approved.
b. Elections committee: Kristin Dodd reported on election success, effectiveness of campaigns and expenditures
c. Executive committee: Scott Herndon stated no report. Tom Bokowy asked for clarification of Press Cats and election texts sent expenditure. Scott and Kathy Nash clarified.
d. Fundraising committee: Julie Lynn stated no report. Scott reported that money raised through phone campaign enough to cover. Scott also reported that Anne Chamberlain suggested left over Trump signs be available for donation as mini fundraiser. Anne has some available tonight. Arrange donations with Kathy Nash. Contact Anne or Scott after meeting if interested.
e. Rules and resolutions committee: Cornel Rasor stated no report.
f. Search committee: Doug Paterson reported on candidates submitted for consideration. The Search Committee nominates Steve Truss for Spirit Valley Precinct Committeeman. Nominations opened.
Richard Townsend nominated Jonathan Welch for Spirit Valley Precinct Committeeman. Nominations closed. Mr. Truss and Mr. Welch introduced themselves to committee. Scott
Herndon will forward the nominees’ contact information to committee. Vote will be held next committee meeting; candidates must be present.
14. Republican Party Officers:
a. LD1 Chair – Cornel Rasor stated no report.
b. Treasurer’s Report – Kathy Nash reported treasurer’s report sent to committee. Cash balance reported to SOS $7788.32, 10/31/24 checking balance $7611.82 the difference is related to how Anedot is received.
$12K raised from phone call campaign and over 100 donors this month. Money raised covers campaign expenditures.
c. State Committeeman – Dan Vaniman stated no report.
d. State Committeewoman – Julie Lynn stated no report.
e. State Youth Committeewoman – Hannah Herndon reported on effectiveness of door walking campaign.
15. Republican Clubs
a. BCRWI – Anita Aurit reported on Bonner Gospel Mission speakers from their meeting today, the increase in membership from new residents, next meeting is evening fundraiser with guest speaker Brent Regan December 3rd at Elks Club. Anita will send information out.
16. Unfinished Business: Nathan Thomas asked when the committee should expect to see the posting of the PCs’ responses regarding the GOP Platform. Scott Herndon will collect final submissions, collate and summarize. The results will be posted on the website along with a link to your responses from “About Us” page before the next regular meeting. He will email the committee when done so you can proof. It will be on next month’s agenda for discussion of platform recommendations.
17. New Business: State GOP Winter Meeting will be held in Boise at the Riverside the Friday and Saturday a after New Year’s Eve. January 3rd and 4th. Everyone is welcome. There are usually some lunches and events surrounding the meeting and the legislative session starts on Monday along with the Governor’s State Address. Scott will send out schedule when he receives it.
